The Targeted Compliance Framework (TCF) zone that a participant is in.
The TCF is the legislated framework that applies to Participation Payments, encouraging participant to meet their compulsory Mutual Obligation Requirements.
Participants in these programs must meet their compulsory requirements in return for payment.
