Definition

The percentage of participants that were part of the compellable caseload at their commencement who received at least one payment suspension during the report period, disaggregated by employment service program.

Indicator Summary

Numerator

A total count of participants who were part of the compellable caseload and received a payment suspension during the report period, as calculated by counting participant identifiers with:

  • at least one associated related non-compliance event identifier that has a payment suspension applied flag, and
  • an associated contract referral placement with a status of 'COM' (Commenced) and a counted on compellable caseload flag:
    • at the time of that commencement, for participants who entered service after the start of the reporting period, or
    • at the start of the reporting period, for participants who entered service before the start of the reporting period.

A non-compliance event will be raised on participant’s record when they fail to meet their mutual obligations requirements outlined in their job plan. They then enter 'resolution time', a two-business-day period where they can complete re-engagement requirements to avoid payment suspension. If they fail to contact their provider and take action, their payment will be temporarily suspended.

Denominator

A total count of participants who were part of the compellable caseload during the report period, calculated by counting participant identifiers with:

  • an associated contract referral placement status of 'COM' (Commenced) and a 'counted on compellable caseload' flag: 
    • at the time of that commencement, for participants who commenced after the start of the reporting period, or
    • at the start of the reporting period, for participants who commenced before the start of the reporting period.

Whether a participant is considered part of the compellable caseload, that is, a participant who has mutual obligations as determined by their activity test status and are commenced in Workforce Australia Online (Online Services), Workforce Australia Services (Provider Services), or ParentsNext for the purposes of this report is determined by two factors: 

  • Whether they are considered part of the compellable caseload at the time of their commencement i.e. they have been assessed as being required to meet mutual obligations requirements (also known as an 'activity test') in order to receive a participation payment as part of the Services Australia registration process. This determination is based upon a combination of criteria including their personal circumstances, the participation payment they are receiving and the employment service program they are participating in.
  • Whether they have had a contract referral placement with a status of 'COM' (Commenced) at the start of the report period (or during it, for participants that entered service after the start) indicating that they have an approved job plan (the agreement between a participant and the Australian Government outlining their mutual obligation requirements that has been signed by the participant and confirmed by their provider).
    • Participants who had a placement status of 'SUS' (suspended/paused) or 'PND' (pending) for the duration of the report period are not included, as they are not subject to mutual obligations requirements due to having their obligations paused or because they have not yet agreed to a job plan. If the participant's placement status changes to 'COM' at any point during the report period, they will be included on the compellable caseload.
