A total count of participants who were part of the compellable caseload and have accrued demerits by committing a mutual obligations failure leading to a non-compliance event, as calculated by counting participant identifiers with:
- a related non-compliance event identifier that has:
- a re-engaged within 28 days flag with a value of 'failed to re-engage within 28 days' or
- a financial penalty applied flag and a financial penalty applied type of either:
- 3rd Mutual Obligation Failure while in the Penalty Zone (4 weeks preclusion),
- Work Refusal Failure, or
- Unemployment Failure.
- an associated contract referral placement with a status of 'COM' (Commenced) and a counted on compellable caseload flag:
- at the time of that commencement, for participants who entered service after the start of the reporting period, or
- at the start of the reporting period, for participants who entered service before the start of the reporting period.
A participant's payment can be cancelled under the Targeted Compliance Framework if they:
- commit a third mutual obligations failure while already in the Penalty Zone,
- commit a work refusal failure, or
- commit an unemployment failure.
Once a participant's payment is cancelled, they have to serve a four-week non-payment period (or a 6-week non-payment period in the case of an unemployment failure, depending on whether relocation assistance was paid to help the participant take up employment) before reapplying for a payment.
