The numerator is formed using the following Data Elements:
A count of the number of current or open referrals made to the Self-Employment Assistance (SEA) program, disaggregated by participant (client) characteristics (known as cohorts), the state/territory of a participant, the type of allowance a participant receives (allowance group), whether or not the participant registered directly with a SEA provider, and whether or not a participant is receiving a SEA-specific allowance.
The numerator is formed using the following Data Elements:

The total number of current referrals as calculated by counting the number of SEA referrals that have started but not been completed or otherwise ended. Each referral is allocated to the appropriate Australian state or territory based on the state/territory component of the relevant participant's primary residential address.

A count is allocated to a given cohort (e.g. 'male') where the participant (client) that a referral relates to is recorded as having or being of that characteristic. A single participant is likely to have characteristics that place them in multiple cohorts and as such the sum of cohort counts will be greater than the number of current referrals. Counts are also allocated against other criteria where relevant to a particular current referral. These include whether the participant has been in receipt of a particular type of allowance (including SEA allowance and other allowance types), whether the participant has declared earnings from other sources, and whether the participant directly registered with their SEA provider. When a participant has directly registered with a provider they usually will not have a completed Job Seeker Snapshot, which collects self-reported cohort information, and as such where there have been direct registrations the cohort counts will be undercounted.
