The proportion of Self-Employment Assistance program activity referrals where the participant (client) completed a given service, disaggregated by financial year and participant cohort, as expressed by a completion rate.
The total number of referrals for a given time period for which the referred participant (client) is recorded against a specific cohort, per completed service type. One referral may see the participant engage with multiple service types, which could be completed at different times or some completed and others not. Relevant Data Elements include:

Numerator: Calculated by counting the number of activity referrals (accesses) to a given Self-Employment Assistance (SEA) service, where the status of the relevant placement is 'completed successfully'. Allocated to a financial year based on the point in time the status was set to complete and allocated to specified cohorts (additionally direct registration status and allowance statuses) based on the relevant referral and participant characteristics.

Numerator: Calculated by counting the number of activity referrals (accesses) to a given Self-Employment Assistance (SEA) service, where the status of the relevant placement is 'completed successfully'. Allocated to a financial year based on the point in time the status was set to complete and allocated to specified cohorts (additionally direct registration status and allowance statuses) based on the relevant referral and participant characteristics.
Denominator: As per Number of instances of Self-Employment Assistance access by service type, cohort and financial year for most services. For Small Business Coaching (SBC), limited to participants who exited SBC after 12 months for any reason. That is, does not include any exits earlier than 12 months and so the overall rate for SBC is the number of individuals that completed coaching successfully as a proportion of those who saw out the 12-month period but then exited for either successful completion or any other reason.
Numerator over denominator transformed into a percentage format, where for example '20%' indicates that for both financial years combined, in 20 per cent of instances a given service was or has so far been completed.
