Counts for approved business plans are recorded under a separate Indicator given that an approved business plan is a service outcome (from Business Plan Development) rather than a service itself. More information on SEA services is available here.

Counts of service access are allocated to a given financial year based on the date of referral. Counts are allocated against each listed cohort (as well as direct registration status, SEA allowance status, and any allowance status) for each activity referral for which the relevant participant (client) is recorded as belonging to that cohort. A single participant is likely to have characteristics that fit within multiple cohorts such that a single activity referral may result in counts against multiple rows in the table. Where a participant has been directly registered with a provider they may not have a completed Job Seeker Snapshot and as such some or all of their cohort information may be unavailable.
