Definition

The Targeted Compliance Framework (TCF) zone that a participant is in.

The TCF is a framework that applies to job seekers in Australia receiving unemployment benefits. It is designed to deter deliberate and persistent non-compliance while providing safeguards for vulnerable job seekers/participants. The framework has three zones: Green, Warning, and Penalty, indicating different levels of compliance, with corresponding consequences for non-compliance.

Values
Value Meaning Start Date End Date
Permissible Values Green Zone Participants with no demerits start in and remain in the Green Zone, where they are not subject to financial penalties, but will move to higher zones and accrue demerits if they commit Mutual Obligation Failures without a Valid Reason, or Work Refusal, or Unemployment Failures.
Warning Zone Participants with one or more demerits enter the Warning Zone and face payment suspensions and accrual of a demerit for each failure without a valid reason.
Penalty Zone Participants enter the Penalty Zone after accruing five demeritsĀ and face financial penalties, with penalties increasing for each subsequent failure. Participants exit the Penalty Zone with zero demerits after meeting all of their mutual obligations requirements for three active months.
