A total count of participants who received a payment suspension during the report period, as calculated by counting participant identifiers with at least one related non-compliance event identifier that has a payment suspension applied flag.
A non-compliance event will be raised on participant’s record when they fail to meet their mutual obligations requirements outlined in their job plan.
