A count of non-compliance events that have resulted in a demerit being applied after a participant has committed a mutual obligations failure without a valid reason, disaggregated by participant cohort and employment services program.

Computation

A total count of non-compliance events that have resulted in a demerit, as calculated by counting non-compliance event identifiers with at least one (>=1) demerit point against them that have occurred within the report period. 

A demerit is applied when a participant who is not in the penalty zone commits a mutual obligation failure without a valid reason. The number of demerits a participant has accrued in a certain period will determine which zone (green, warning, or penalty zone) they …

Computation Rule
Computation

A total count of non-compliance events that have resulted in a demerit, as calculated by counting non-compliance event identifiers with at least one (>=1) demerit point against them that have occurred within the report period. 

A demerit is applied when a participant who is not in the penalty zone commits a mutual obligation failure without a valid reason. The number of demerits a participant has accrued in a certain period will determine which zone (green, warning, or penalty zone) they are in, and whether they are required to undertake a Capability Interview or Capability Assessment.

One demerit is accrued for the majority of mutual obligation failures, however, failure to act on a job referral, and non-attendance or misconduct at a job interview incurs a fast-track demerit (3 demerit points) and leads to the participant requiring their next capability review.
