A total count of non-compliance events that occur when participants commit a mutual obligations failure and have completed or not completed their re-engagement requirement within the 2-business-days resolution time, as calculated by counting the distinct non-compliance event identifiers related to participant identifiers that are not in the penalty zone.
Resolution time is not available for participants already in the penalty zone and generally result in immediate payment loss, and therefore non-compliance events committed by penalty zone participants are not included.
The count is disaggregated by employment services contract and then by resolution time outcome and non-compliance event type.
