A count of non-compliance events that have resulted in a demerit being applied after a participant has committed a mutual obligations failure without a valid reason, disaggregated by employment services program and employment region.

A total count of non-compliance events that have resulted in a demerit, as calculated by counting non-compliance event identifiers with at least one (>=1) demerit point against them that have occurred within the report period.

Calculation rules

Computation Rule
Computation

A total count of non-compliance events that have resulted in a demerit, as calculated by counting non-compliance event identifiers with at least one (>=1) demerit point against them that have occurred within the report period. 

A demerit is applied when a participant who is not in the penalty zone commits a mutual obligation failure without a valid reason. The number of demerits a participant has accrued in a certain period will determine which zone (green, warning, or penalty zone) they are in, and whether they are required to undertake a Capability Interview or Capability Assessment.

One demerit is accrued for the majority of mutual obligation failures, however, failure to act on a job referral, and non-attendance or misconduct at a job interview incurs a fast-track demerit (3 demerit points) and leads to the participant requiring their next capability review.

This calculation is disaggregated by employment service program and employment region.

Participant: Contract type, Label: As this is a static report, this calculation is reproduced for each of the employment services programs across multiple tables: 

  • Table 16a is where the contract type is 'Workforce Australia Online',
  • Table 16b is where the contract type is 'Workforce Australia Services',
  • Table 16c is where the contract type is 'ParentsNext'.

Participant: Employment region, Workforce Australia code: Regions with a low number of participants who have incurred demerits have been aggregated into the 'Other' category to allow for ease of comprehension and to prevent participant reidentification. These aggregations are slightly different across the three programs:

  • Table 15a (Workforce Australia Online) has not been aggregated.
  • Table 15b (Workforce Australia Services): employment regions included in the 'Other' category includes Ballarat, Bendigo, Broome, Esperance, Far West Orana (includes Broken Hill), Geraldton, Great Southern- Wheatbelt, Kalgoorlie, Mid North Coast, Mid North SA, Murray and South East, Murray Riverina, Norfolk Island, North Coast, North West Country SA, South Coast of Victoria, South West WA and Wimmera Mallee
  • Table 15c (ParentsNext): employment regions included in the 'Other' category include Adelaide South, Ballarat, Barwon, Bendigo, Broome, Capital Region, Central West, Darling Downs, Darwin (includes Alice Springs), Esperance, Far West Orana (includes Broken Hill), Geraldton, Gippsland, Goulburn/Murray, Great Southern - Wheatbelt, Hobart and Southern Tasmania, Inner Metropolitan Melbourne, Kalgoorlie, Mackay, Mid North SA, Murray and South East, Murray Riverina, North and North Western Tasmania, North Eastern Melbourne, North West Country SA, South Coast of Victoria, South West WA, and Wimmera Mallee.
