This is calculated by counting contract referral placement identifiers that have:

  • a contract type of 'SEA6' (Self-Employment Assistance),

A total count of Small Business Coaching commencements where the relevant business was a pre-existing micro-business that have occurred in the Self-Employment Assistance program as at the report date, disaggregated by the Australian and New Zealand Standard Industrial Classification (ANZSIC 2006) Industry Division and Industry Subdivision of the business that the Small Business Coaching Agreement relates to.

This is calculated by counting contract referral placement identifiers that have:

  • a contract type of 'SEA6' (Self-Employment Assistance),
  • a Small Business Coaching commencement flag of '1', indicating their Small Business Coaching Agreement has been signed by both the participant and the provider and has a valid start date, 
  • a multiple associated participants flag of '1' against the business that the Small Business Coaching Agreement relates to, indicating that the business identifier has been recorded against multiple Small Business Coaching Agreements and is therefore listed as a potential partnership, 

and either

  • a contract referral placement status of 'Commenced' or 'Pending', meaning that the participant has either started service or has been assigned to their provider but not yet attended an appointment with them, or
  • a participation exit count of '1', indicating that the participant has exited from Self-Employment Assistance program. 

To be eligible for Small Business Coaching the relevant business must have an independent structure, meaning that participants entering Small Business Coaching must hold and maintain a controlling interest in the business. However, it is possible for 2 or more people to form a partnership, company, group enterprise or cooperative enterprise and still access Small Business Coaching, so long as the participant(s) maintain a controlling interest.

A participant can form a joint enterprise with:

  • one or more other participants, and/or 
  • one or more other person/s who are not accessing Self-Employment Assistance.

A business is considered to have an independent structure if the participant(s) operating the business:

  • can assert ‘managerial control’ over the direction of the business, and
  • maintain a controlling interest that is greater than or equal to the interests of individuals who are not accessing Self-Employment Assistance.
