Definition

The collection of data elements that are used to describe the calculations that underpin the April to June 2023 iteration of the Targeted Compliance Framework Data report.

The report provides an overview and analysis of the compliance status of individuals who are participating in Workforce Australia Online, Workforce Australia Services, Transition to Work and ParentsNext programs. The report includes information such as the number of participants who have met their compulsory Mutual Obligation Requirements, the number of participants who have failed to meet these requirements, the reasons for non-compliance, and any sanctions or penalties applied as a result.

Targeted Compliance Framework Zone Participant: Targeted compliance framework zone, Label

The Targeted Compliance Framework (TCF) zone that a participant is in.

The TCF is a framework that applies to job seekers in Australia receiving unemployment benefits. It is designed to deter deliberate and persistent non-compliance while providing safeguards for vulnerable job seekers/participants. The framework has three zones: Green, Warning, and Penalty, indicating different levels of compliance, with corresponding consequences for non-compliance.

Event Type Non-compliance event: Event type, Label

The form of mutual obligations failure that a participant committed that caused a given non-compliance event, represented by a label.

Demerit Points Participant: Active demerits, Total count

The number of demerits that a participant has accrued that are currently valid, represented by a total count. A demerit is a penalty given to a participant for committing a mutual obligation failure without providing a valid reason for that failure's occurrence. Demerits are active for 6 commenced months, after which they individually expire. If a participant’s Contract referral placement status is changed to paused or pending, their demerit's lifespan will also be paused until their status changes back to commenced.

Payment Suspension Flag Non-compliance event: Payment suspension, Flag

Whether a non-compliance event has resulted in the application of a payment suspension due to a failure of a participant to meet their mutual obligation requirements, represented by a flag. A payment suspension will remain in place until a participant meets a re-engagement requirement as specified by their provider, at which their suspension ends and their payment for the suspension period will usually be back-paid to them. If the person does not meet their Reconnection/Re-engagement Requirement within 28 days of payment suspension notification, their payment may be cancelled.

Whether the participant that a given non-compliance event relates to has re-engaged with their employment service provider within four weeks of receiving a payment suspension also related to that non-compliance event, represented as a label. 

If a participant reengages with their provider, the suspension will end; if they do not reengage within those four weeks, their payment will usually be cancelled by Services Australia.

Whether a given non-compliance event has resulted in a demerit being applied to the participant it relates to, represented by the number of demerit points the participant has accrued as a result.

Whether the participant that a given non-compliance event relates to has taken corrective action to avoid payment suspension after committed a mutual obligations failure by contacting their employment service provider and providing a valid reason for the failure, represented by a label.

The outcome of a capability interview conducted to determine whether the mutual obligation requirements in a participant's job plan are appropriate to the participant's circumstances and capability, represented by a label.

The grounds or rationale given for why the participant that a given capability interview relates to has been judged as not capable of meeting their mutual obligation requirements.

The outcome of a capability assessment conducted to determine whether the mutual obligation requirements in a participant's job plan are appropriate to the participant's circumstances and capability, represented by a label.

The grounds or rationale given for why the participant that a given capability assessment relates to has been judged as not capable of meeting their mutual obligation requirements, represented by a label.

The form of financial penalty applied to a participant as a result of a given non-compliance event, represented by a label.

Gender Participant: Gender, Label

The way in which a given participant identifies their masculine or feminine characteristics, as represented by the binary label most closely related to the individual's sense of gender. An individual's gender relates to their deeply held internal and individual sense of gender and is not always exclusively male or female. It may or may not correspond to their sex assigned at birth.

Where the participant falls within the age range groupings used in relation to the Workforce Australia employment service programs, represented by a label. A participant's age is calculated by the time elapsed between their date of birth and the reference date in completed years.

Where the participant falls within the age range groupings used in relation to the Transition to Work employment service program, represented by a label. A participant's age is calculated by the time elapsed between their date of birth and the reference date in completed years.

Whether a participant has been identified as culturally and ligustically diverse (CALD) as determined by whether their country of birth is a main-English-speaking Country, as represented by a flag.

Allowance Group Participant: Income support category, Label

The category of benefit that a given participant is receiving from an Australian Government entity, represented by a set of labels.

Partial or Temporary Work Capacity Participant: Partial or temporary work capacity, 30 hours per week flag

Whether a participant has undergone an evaluation and has been found to have either a physical, intellectual, or psychiatric condition that would prevent them from working 30 hours per week either temporarily or permanently, represented as a flag.

Parent Status Participant: Parent status, Flag

Whether a given participant has identified as holding parenting or guardianship responsibilities for one or more dependent children under the age of 16 in their care, as represented by a flag. In the context of employment services, this is determined by whether a participant is receiving a parenting payment or have parenting participation requirements.

The highest level of academic qualification achieved by a given participant in relation to completed education, represented by the education group labels.

Counted on compellable caseload flag Participant: Counted on compellable caseload, Flag

Whether an individual is required to meet mutual obligations requirements in order to receive a participation payment and is therefore compellable under social security legislation, represented a code. This is determined based upon Services Australia's assessment of several factors in line with social security legislation, including:

  • their personal circumstances,
  • the participation payment they are receiving, and
  • they employment service program they are participating in.
